<div>This session briefly recapped the essence of OBE assessment from the previous workshop. Afterward, the session focused on presenting and discussing on the techniques of computing and interpreting the output plots produced by iOBE at the course and program levels. The CQI process was briefly discussed near the end of the workshop. A few Physics lecturers were able to download the software and successfully run it with real data from their own courses, which took only a few minutes to prepare the input file and a few seconds to run.</div><div><br /></div>

The OBE Framework has been fully adopted by all engineering programs in Malaysia since 2009 through the <a href="http://www.ieagreements.org/accords/washington/">Washington Accord</a>, an international agreement that mutually recognizes the quality of engineering graduates from <a href="http://www.ieagreements.org/accords/washington/signatories/">member countries</a>. Compliance with this Accord requires engineering programs in Malaysia, through their accreditation exercises with the national <a href="http://www.eac.org.my/web/">Engineering Accreditation Council (EAC)</a>, to assess students' learning outcomes more rigorously.<br />
<br />
Non-engineering academic programs in Malaysia are bounded by OBE as well through their accreditation with the <a href="http://www.mqa.gov.my/">Malaysian Qualification Agency (MQA)</a>. As such, engineering and non-engineering academic programs in Malaysia must develop dedicated systems to manage and automate the processes of computing and integrating assessment data on different outcomes from multiple courses. The iOBE software is designed to meet these needs.<br />

The software is designed to be very easy to use (with single-button clicks), computationally fast (within seconds to a few minutes), flexible in managing data, and robust in its mathematical formulations. It runs as a standalone offline software, eliminating online-related issues such as slow servers and data security breach. The key upgrades are:

<li><b>Students' Names with Symbols:</b> In the previous version (iOBE v5.2), there was a limitation in that students' names cannot contain non-alphabetical characters or symbols, such as the slashes "/" in names that contain S/O (son of) or D/O (daughter of). In iOBE v6.1, this issue has been fixed and students' names with symbols can now be entered as inputs. Examples of such names are included in the sample files packaged together with the iOBE software that can be downloaded in the link above.</li>
<li><b>Flexible Axes Labelling:</b> Plot axes are labelled exactly with the names of the Assessment Tools, Course Outcomes, or Program Outcomes entered by users as inputs into the Excel file of the course to be computed. In the previous version, the axes were labelled as numbered codes only (e.g., AT1, AT2, AT3... CO1, CO2, CO3... PO1, PO2, PO3, and so on).</li>
<li><b>Expanded Charts:</b> The bar charts based on student populations are expanded with more data being plotted, to show populations of students with marks above 80%, 70%, 60%, 40%, and 25%. These five marking levels are chosen based on the typical levels used at USM. In the previous version (iOBE v5.2), only three marking levels were shown, with marks above 80%, 60%, and 40%.</li>
<li><b>Progress Bar:</b> A small Windows progress-bar panel appears when the software computation is initiated. The panel displays a green bar that dynamically show the progress of the computational process in the software, which typically takes a few seconds for a single course, and up to less than 2 minutes when aggregating 50 courses or more.</li></ol>
When using the new version, please take note that:
<ol>
<li>The previous version of the main input files in Microsoft Excel at the course level (i.e., Course Info, individual course files, and the iOBEdata files for individual courses) that were used with iOBE v5.2 are <b>COMPATIBLE</b> with iOBE v6.1, and can be used as they are with iOBE v6.1 without any changes.</li>
<li> The previous version of the Course List file that was used at the program level with iOBE v5.2 are <b>NOT COMPATIBLE</b> with iOBE v6.1. The Course List file for iOBE v6.1 has an extra (third) sheet that contains the list of the Program Outcomes (POs). This list <b>MUST BE IDENTICAL</b> to the list of POs in all of the courses in the program. A sample file of the new Course List is included together with the iOBE software package that can be downloaded above.</li>
<li>The input files are maintained to be in the form of Excel files because this is the <b>EASIEST</b> way for lecturers to enter students' assessment data. In most cases, lecturers already record the assessment data of their students in Excel files. In such cases, they can simply copy-paste the data from their own Excel files into the Excel files formatted to be used with the iOBE software. These specially-formatted Excel files come pre-packaged with the software that can be downloaded above.</li></ol>

In the workshop, all four MSc programs at AMDI presented the final outcomes of their assessment data at the course and program levels, successfully demonstrating the full implementation of the iOBE software. The results produced using the software were able to highlight various aspects of outcomes attainment, and more importantly, provided clear directions to each program on how to implement further actions for Continuous Quality Improvement (CQI).<br />

<li>The parameter "StudentID" in the main Excel input file can be entered using numbers, texts, or a combination of both. Prior to this upgrade, this parameter must be strictly entered as integers, which limited its usage and caused problems to users when the StudentID data were not formatted properly as integers in the Excel input file. </li>
<li>Users can use any number of Assessment Tools (AT), from one to any number of ATs, per course. Prior to this upgrade, more than one ATs were required for the computation in the software to work: the computation halted if only one AT was entered.</li>

An upgrade on the iOBE software to cater for the iCGPA Initiative of the Ministry of Higher Education has been recently presented at the inaugural <i><a href="http://www.ukm.my/pjk/en/conference/icgpa/">iCGPA International Conference</a></i> in Kuala Lumpur on 17 July 2017.<br />
<br />
Our work, titled <i>Implementing iCGPA: Automating Computation with iOBE</i>, was presented at the conference as an <a href="https://drive.google.com/open?id=0ByzE4sOzmeJ0bnBtNUdGQk9uWVU">academic paper</a> and a <a href="https://drive.google.com/open?id=0ByzE4sOzmeJ0czJnY2NaM2lPZlE">poster</a> and selected as the overall winner at the conference. Details about this award are described in <a href="http://news.usm.my/index.php/english-news/5041-usm-wins-best-poster-award-in-icgpa-international-conference-2017">this news article</a>. More than 70 papers were presented at the conference.<br />
<br />
The conference was officiated with a keynote address by the Minister of Higher Education Malaysia, Dato' Seri Idris Jusoh, attended by many key university officers (VCs, DVCs, Deans) and academics from Malaysian and foreign institutions.<br />
<br />
USM sent a large contingent of 46 senior officers to the conference, demonstrating our commitment and alignment towards the Outcome Based Education and the iCGPA Initiative as championed by the Ministry of Higher Education. This team consisted of mostly deans and deputy deans from various schools, lead by Prof. Ahmad Farhan Mohd Sadullah, USM's Deputy Vice-Chancellor (Academic and International).<br />

These upgrades were done primarily to meet the needs of the iCGPA Initiative in the Malaysia Education Blueprint (2015-2025) for Higher Education.<br />

The abstract of the article reads:<br />
<blockquote>One challenging aspect of the outcome-based accreditation process for engineering programs in Malaysia is in its demand for detailed program assessment to measure the attainments of students’ learning outcomes from multiple perspectives. The main issues are: integrating assessment data across multiple levels and communicating outcomes data effectively. This contribution presents iOBE, a software-based solution to address this need. The package consists of two software modules: iOBE Calculator and iOBE Aggregator, for use at the course and program level, respectively. It is designed for robustness in its computational framework, flexibility in managing data, and simplicity at the users’ end. A case study of actual courses offered at the authors’ institution were done to illustrate the use of the software to assess multiple courses. Two matrices were defined for each course to map how assessment components in the courses addressed the course-level and program-level learning outcomes. Key outputs of the software are: emphases and attainments of outcomes for selected groups of students, populations of students attaining specific outcomes levels, and gaps in students’ performance. The software offers a number of advantages. First, its multi-parameter results offer analysis from various perspectives to asses performance at multiple levels. Second, aggregated data on the attainment of outcomes can assist course instructors and program administrators in recommending directions for improvements. In the case study, the disparity found in the results for a similar cohort of students highlights the need to review the teaching, learning, and assessment practices among these courses. They ensure that the input data are valid before being processed in the software.
